Overview
- The foreign ministers, Mauro Vieira and Rubén Ramírez Lezcano, announced in a joint note that Annex C negotiations will restart in the first half of December 2025.
- Vieira delivered a confidential report to his counterpart explaining Brazilian intelligence activities in Paraguayan territory between June 2022 and March 2023.
- Brazil stated it voided the operation as soon as it learned of it and is taking steps to identify those involved and enable their judicial accountability.
- After receiving the report and explanations, Paraguay declared the issue concluded, clearing the way to resume talks based on the April 2024 bilateral understanding.
- Annex C sets Itaipu’s financial and operational rules, including tariffs, remuneration and energy commercialization, and the ministers also outlined a broader agenda covering infrastructure, energy interconnection, public security, defense and educational cooperation.
