Brazil and Paraguay to Resume Itaipu Annex C Talks in Early December After Abin Case Closed

Overview

• The foreign ministers, Mauro Vieira and Rubén Ramírez Lezcano, announced in a joint note that Annex C negotiations will restart in the first half of December 2025.
• Vieira delivered a confidential report to his counterpart explaining Brazilian intelligence activities in Paraguayan territory between June 2022 and March 2023.
