Brazil Advances Protection Bill After Killing of Ex–São Paulo Police Chief

A new proposal centralizes risk screening in the Justice Ministry with federal financing for protective measures.

Overview

  • Deputy Delegado Bruno Lima filed PL 4688/2025 in the Chamber on Sept. 22 after the assassination of Ruy Ferraz Fontes in Praia Grande, with investigators examining a possible PCC link.
  • The bill allows requests from active and retired police, judges, prosecutors, public defenders and, when the threat stems from their mandate, lawmakers.
  • The menu of measures includes escorts, armored vehicles, security reinforcement at homes or workplaces, confidentiality in public registries and inclusion in existing federal programs, subject to ministerial risk assessment.
  • The Justice Ministry would fund approved protections, the Executive would regulate the law within 90 days of enactment, and cooperation agreements with states and municipalities are permitted.
  • Parallel moves include at least five proposals in São Paulo’s Assembly, a Senate-approved bill by Sergio Moro awaiting a Chamber vote, and a Justice Ministry draft in preparation, as an O Globo editorial urges a structured federal policy drawing on Italian, Colombian, Spanish and domestic precedents.
