- Officials estimate two-thirds of these youths are at elevated risk of developing addictions or mental health issues without early support.
- Frontline professionals such as educators, daycare workers and sports trainers will receive specialized qualification to identify at-risk children and link them to help.
- Local districts and independent cities can apply to host one of three model regions where the project will be piloted and refined.
