Bombay High Court Clears MSRDC–Adani Development of 28-Acre Bandra Reclamation Plot

Judges said updated CRZ maps alongside a 2025 environmental clearance remove earlier curbs on using the reclaimed land.

Overview

  • The division bench of Chief Justice Alok Aradhe and Justice Sandeep Marne dismissed two PILs that sought to keep the plot as open space.
  • The court held the site now lies outside the Coastal Regulation Zone under the 2019 framework, including being beyond 50 meters from the Mahim Bay high-tide line.
  • The Ministry of Environment, Forest and Climate Change granted project clearance on April 8, 2025 under the EIA Notification, 2006.
  • Judges affirmed the reclaimed land is state-owned and said MSRDC, as the designated agency, can undertake or authorize its development.
  • The court recorded that 29.44 acres are reserved for roads, social amenities and a garden, with 24 of the remaining 28 acres earmarked for development and 4 acres for public reservations; petitioners said they will appeal to the Supreme Court.
