Overview

  • ASP street outreach workers, supported by a health team, will distribute single-use aluminum pipes, including at the Fuori Binario space in via Carracci near the central station.
  • The municipality has allocated about €3,500 to supply roughly 300 pipes.
  • The rollout includes drug-checking kits, rest areas, meals and activities intended to build trust and link users to treatment pathways.
  • Pilot figures reported locally show Fuori Binario followed 293 people with over 7,300 contacts in the first half of 2025, while AUSL Bologna counted 518 people taken into care for crack dependence this year, up from previous years.
  • Fratelli d’Italia, Lega and Forza Italia have condemned the measure and say they will file complaints, seek a Corte dei Conti review and submit parliamentary and European questions.
