Bollinger-Led ICE Pact Consortium Enters Arctic Security Cutter Competition

The group will leverage a proven Seaspan-Aker icebreaker design backed by $5 billion in Congressional funding to deliver the first cutter within 36 months.

Overview

  • Bollinger Shipyards has partnered with Finland’s Rauma Shipyards, Aker Arctic and Canada’s Seaspan Shipyards under the ICE Pact to bid on the Coast Guard’s medium Arctic Security Cutter.
  • The consortium plans to use the Seaspan-Aker Multi-Purpose Icebreaker design, which can break ice up to four feet thick, travel 12,000 nautical miles and displace about 9,000 tons.
  • Congressional approval of the reconciliation bill unlocked $5 billion for new medium icebreakers as part of a $14.6 billion increase in overall cutter funding.
  • Canadian shipbuilder Davie Shipbuilding remains an active competitor with its Polar icebreaker design and plans to acquire Gulf Copper’s Texas shipyards.
  • The team aims to begin construction immediately and deliver the first vessel within 36 months of contract award, supporting President Trump’s strategy for rapid fleet modernization.
