Overview

• More than 30 Global South delegations met in Bogotá on July 16–18 at an emergency Hague Group summit to coordinate action against Israel’s Gaza operations.
• Twelve nations—Bolivia, Colombia, Cuba, Indonesia, Iraq, Libya, Malaysia, Namibia, Nicaragua, Oman, Saint Vincent and the Grenadines and South Africa—formally endorsed the Bogotá declaration.
• Signatories committed to suspending military exports to Israel, banning weapons transit through their territories, reviewing public contracts for links to Israeli occupation and supporting universal jurisdiction and ICC warrants.
• The Bogotá declaration will remain open for additional endorsements through September 28, 2025.
• Major Western powers have largely abstained or opposed similar measures, underscoring a widening geopolitical divide over enforcing international law.
