Overview

  • The Boletín Oficial del Estado published the 2025 public employment offer, authorizing 36,588 positions, of which 27,697 are new free-turn posts and 8,891 are reserved for internal promotion.
  • The plan allocates 26,886 jobs to the Administración General del Estado, 3,139 to the National Police, 3,713 to the Guardia Civil and 2,847 to the Armed Forces.
  • A 10% share of the posts, totaling around 2,610, is set aside for candidates with disabilities.
  • For the fifth year in a row, the government has set a record number of newly created roles to drive welfare-state renewal, digital transformation and enhanced citizen-facing services.
  • Major unions including UGT, CSIF and CCOO declined to back the offer, arguing it falls short on net staffing increases and fails to cover essential public services.
