Bodycam Shows R.I. Prosecutor Demand Cameras Be Turned Off During Newport Arrest

  • The Boston Globe on Monday published body-camera footage from Aug. 14 that shows Special Assistant Attorney General Devon Flanagan repeatedly demanding officers turn off their cameras outside Newport’s Clarke Cooke House and telling them, “You’re going to regret this,” as she was handcuffed.
  • In police reports, officers wrote that Flanagan was immediately uncooperative during the encounter and later berated officers during booking while refusing instructions.
  • Flanagan, 34, was charged with willful trespass and issued a summons to appear in court, and her friend Veronica Hannan was arrested on trespass, disorderly conduct and resisting arrest charges.
  • The Rhode Island Attorney General’s Office confirmed that “Devon Hogan” and Flanagan are the same person, noted her roughly seven years on staff, and said it has launched an internal personnel review.
  • An AG spokesperson said her demand to shut off cameras is not part of the statewide body-camera policy, and Newport’s policy allows officers to stop recording only in places with a reasonable expectation of privacy and does not require consent to record.
