The Jackson County Sheriff's Office used genetic testing and a titanium rod in Mikkelson's leg to confirm his identity.
Law enforcement officials believe Mikkelson was killed in Wyoming before his body was dumped off a forest service road in Colorado in October 1987.
Mikkelson had left Sioux Falls after graduating from high school in 1981 and was reported missing by a relative, but no initial investigation was conducted due to lack of suspicion of foul play.
The cause of Mikkelson's death has not been disclosed by the Colorado deputies.
