BMC Issues 28-Point Construction Rules and Makes Sensor Monitoring Mandatory

The package gives officials live data and new inspection powers to try to preserve this year’s air-quality gains before winter and Diwali.

Overview

  • The Brihanmumbai Municipal Corporation announced the 28-point construction and demolition guideline on Thursday, Oct. 22, 2026, and said the rules are now operational across the city.
  • The guidelines make sensor-based air-quality monitors compulsory at sites and the BMC reports 3,166 construction locations are already linked to a central dashboard for real-time tracking.
  • The civic body has deployed 76 ward-level mitigation squads to carry out surprise checks, with each squad expected to do at least two inspections daily and document violations with photos and video.
  • On-site controls specify enclosed work for cutting and grinding, high metal-sheet barricades, continuous water spraying, tyre-wash at exits and fully covered debris transport, and the plan also targets bakeries, open burning and crematoria with conversion and control-device drives.
  • BMC notes 231 'good' or 'satisfactory' AQI days so far in 2026 and a roughly 48% fall in PM10 since 2017–18, and officials say stricter monitoring and enforcement could reduce seasonal pollution spikes for residents while compliance and enforcement outcomes should be watched closely.
