BMC Halts Excavation at BKC Bullet Train Terminus Over Pollution Violations

The action follows sharp court criticism over weak pollution enforcement, with digging to resume only after verified compliance.

Overview

  • Following follow-up inspections, the civic body issued a stop-work order for excavation and earth-moving at the Bandra Kurla Complex high-speed rail site for breaches of GRAP 4 and the BMC’s 28-point dust-control rules.
  • Inspectors and a High Court-appointed committee flagged low barricade heights, a late-installed AQI monitor, uncovered haulage trucks, dusty internal roads, inactive water sprinklers, and missing misting or anti-smog systems.
  • BMC also issued enforcement notices to the nearby Metro Line 2B contractor in BKC, including a stop-work notice for an RMC plant, and cautioned that non-compliant sites could be sealed.
  • A senior official said limited preparatory activities may continue, but excavation will restart only after corrective measures are implemented and verified in a fresh inspection.
  • NHSRCL has said about 85% of excavation is complete and asserted compliance, but did not answer some media queries as the partial halt poses a developing risk to the 508 km corridor’s schedule.
