Overview
- Blockworks filed a comment letter to the SEC on Tuesday asking the agency to add a new regulatory category called a Qualified Onchain Disclosure Agent, or QODA, to the proposed Regulation Crypto Assets.
- A QODA would be a licensed third party that automates, publishes and archives standardized onchain disclosures on behalf of token projects so teams would not need to compile filings themselves.
- Blockworks asked the SEC to require specific disclosure line items such as market‑maker agreements, liquidity arrangements, token loans, and payments to promoters so investors can see deals that affect token supply and trading.
- The firm said a QODA model and adoption of its Token Transparency Framework could cut compliance costs for small issuers and give projects and exchanges already using the TTF a practical head start.
- Major open questions for regulators include how the SEC would define and certify QODAs, how it would manage independence and conflicts when agents are paid by projects, and whether the agency will fold TTF line items into final rules for Reg CA.
