Biometric Aadhaar Authentication Required For Subsidised LPG Refills From October 1

The government says the requirement will stop diversion of subsidised cylinders, eliminate duplicate connections, ease the fiscal burden on public oil firms.

Overview

  • The Petroleum Ministry announced on Saturday that from October 1 domestic LPG consumers must complete Biometric Aadhaar Authentication (BAA) to book refills at the regulated subsidised retail selling price.
  • As of September 19, 27.43 crore active domestic LPG consumers, or 89.9 percent, had completed BAA while about 3.16 crore consumers had not finished the process by the September 14 cutoff.
  • Public sector oil marketing companies have been ordered to block non‑BAA consumers from subsidised refill bookings and to reactivate subsidy access only after authentication is completed.
  • Consumers who do not complete BAA can still buy LPG without subsidy at market prices by registering that choice through OMC websites, apps, WhatsApp chatbots or IVRS and may receive 5‑kg or 10‑kg cylinders subject to local supply.
  • The government cites large OMC under‑recoveries of over ₹62,000 crore and a fall in implicit subsidy per cylinder as the rationale, and officials say the change should better target the subsidy and reduce leakage while raising costs for non‑compliant households.
