Bilbao Bans Label B Vehicles From Central Low-Emission Zone

Weekday restrictions now block decade-old diesel/petrol vehicles from Abando and Indautxu with carve-outs for residents, emergency services, parking access

Overview

  • Bilbao’s 2-square-kilometre ZBE in Abando and Indautxu now bars vehicles with environmental label B on weekdays from 7:00 to 20:00.
  • Residents registered before June 17, 2024, and drivers heading to any of seven designated parking facilities retain access under a moratorium running until 2030.
  • Exceptions extend to emergency responders, school and collective transport, delivery and moving vehicles, hospitality clients, medical visits and individuals with reduced mobility.
  • Donostia-San Sebastián has prohibited unlabelled cars since January 1, 2025, while Vitoria-Gasteiz and Pamplona are set to launch phased ZBE rollouts on September 15, 2025, and January 1, 2026, respectively.
  • The Spanish government is reviewing DGT environmental labels to add CO₂ emissions criteria and is due to publish its report within twelve months.
