Bihar Cabinet Creates Three New Departments, Hikes DA in Broad Governance Overhaul

The moves align the state’s machinery with Nitish Kumar’s pledge to create one crore jobs by 2030.

Overview

  • The cabinet approved new Youth, Employment & Skill Development, Higher Education, and Civil Aviation departments to drive jobs, education quality, and air connectivity.
  • Dearness allowance rose 5% for Sixth Pay Commission beneficiaries (252% to 257%) and 8% for Fifth Pay Commission beneficiaries (466% to 474%), payable from July 1, 2025.
  • The Industries directorate was retitled as the Directorate of MSME, and Mines and Geology was split into Directorates of Mines and Exploration with mining and security sub-directorates to curb illegal mining.
  • Gaya (Gayaji) and Munger were designated Civil Defence districts with 14 sanctioned posts to strengthen disaster response and internal security.
  • The cabinet sanctioned ₹400 crore to clear urban local body electricity dues, approved MoUs with NSEIL and NIIFL, adopted e-evidence and e-summons rules, set up conservation and park management bodies, and cleared a compassionate appointment for a BSF martyr’s son.
