- The Act provides the largest raise for service members in more than two decades, temporarily extends a controversial surveillance program, and strengthens the US posture in the Indo-Pacific region to deter Chinese actions.
- Biden expressed concerns about certain provisions of the Act, including those that bar the use of funds to transfer Guantanamo Bay detainees to the custody of certain foreign countries and those that could potentially reveal highly sensitive classified information to Congress.
- The defense authorization bill would extend the Ukraine Security Assistance Initiative through the end of 2026 and authorize $300 million for the program in the current fiscal year and the next one.
