Bhalla Sworn In as Nagaland Governor as Five Tribal Bodies Extend Boycott

The groups are protesting the state’s seven-member reservation review panel, which they say lacks neutrality.

Overview

  • Manipur Governor Ajay Kumar Bhalla took oath on August 25 as Nagaland’s 22nd Governor with additional charge at Raj Bhavan in Kohima, administered by Gauhati High Court Chief Justice Ashutosh Kumar.
  • Chief Minister Neiphiu Rio, deputy chief ministers, ministers, MLAs and senior officials attended the ceremony, followed by Bhalla’s first interaction with the state cabinet and a guard of honour.
  • The Angami, Ao, Lotha, Rengma and Sumi apex bodies declined invitations to the event under their August 9 resolution and said they will continue non-participation in all state functions until their concerns are addressed.
  • The cabinet on August 6 set up a seven-member Job Reservation Commission led by a retired IAS officer and including representatives from ENPO, the Central Nagaland Tribes Council and the Tenyimi Union, a composition the CoRRP rejects as partisan.
  • The five bodies seek an independent review of the 1977 job reservation policy they argue favors 10 ‘backward’ tribes, citing a June 3 consensus with the government, after months of rallies and a recent Independence Day boycott.
