Berlin Reports Rise in Clan-Linked Crime in 2025

Officials say stricter prevention and targeted probes will try to stop the use of legal businesses to hide criminal activity.

Overview

  • Police and the Berlin interior ministry published a 2025 Lagebild Friday that attributes 685 people to the clan phenomenon and records 952 crimes tied to 342 suspected clan members.
  • The most common offenses were violent crimes, which made up 23 percent of cases, followed by traffic offenses and thefts at roughly 15–16 percent each.
  • Compared with 2024 the report shows an 11 percent rise in people classed as part of the phenomenon, a 12 percent rise in recorded crimes, and a 16 percent rise in suspected clan members.
  • Authorities say they will focus on early intervention, prevention work, asset recovery and targeted investigations of suspect car rental firms that police say have been used to enable thefts, illegal races and money concealment.
  • The report uses a police definition of 'clan' as a kin-based informal group and stresses that membership is not proof of criminality while critics warn the label risks stigmatizing people with migration backgrounds and fueling public mistrust.
