Berlin Districts Plan First Legal Cannabis Sales in Germany

Friedrichshain-Kreuzberg and Neukölln aim to launch a regulated cannabis sales pilot project by summer 2025, pending federal approval.

The Berlin districts of Friedrichshain-Kreuzberg and Neukölln have partnered with the Humboldt University and Sanity Group for a cannabis sales pilot project.
The initiative, expected to begin in summer 2025, will involve controlled sales through licensed stores, with customers required to register and participate in a scientific study.
Cannabis will be sourced from legal producers, with prices aligned to the black market (€9–12 per gram) but offering higher quality products.
Participants will have monthly purchase limits of 50 grams, with a maximum of 25 grams per transaction, and resale will remain prohibited.
The project aims to reduce the illegal cannabis market, provide safer products, and gather data on the effects of regulated sales.
