Belarus Mandates Navigation Seals for Trucks Entering From Latvia, Lithuania and Poland
The rule takes effect 10 days after publication.

- Belarus’s Council of Ministers published a decree requiring navigation seals on all trucked goods entering from Latvia, Lithuania and Poland, as well as on empty EU-registered international vehicles.
- The electronic seals enable real-time tracking and detect any opening of cargo compartments, according to the government notice.
- Seals will also be applied to vehicles that violate Belarusian movement rules, including EU-registered trucks, tractors, trailers and semi-trailers.
- Exemptions cover traffic identified on the Belarus–Russia border and shipments linked to Russia’s Kaliningrad region, plus permitted oversize loads, live animals and eggs, international mail, foreign aid and personal-use goods.
- The measure continues a tightening of transport controls following late-November limits that confined Lithuanian trailers to transshipment at designated crossings and an earlier ban on certain EU-registered vehicles through 2027.
