Overview
- Starting December 1, 2025, banks can reopen dollar checking accounts exclusively for electronic dollar checks (ECHEQ) under Communication A8299
- Banks and clearing systems must complete infrastructure upgrades by the same deadline to support ECHEQ processing
- The move builds on earlier bimonetary reforms such as interoperable QR payments in both currencies, dollar debit cards and the DEBIN installment program
- BCRA officials highlight that ECHEQ has cut costs for MiPyMEs by enabling remote, paperless financing and reducing administrative expenses
- Communication A8296 introduces a guarantee-based mechanism allowing exporters to keep part of export proceeds abroad as collateral for longer-term loans
