BCI Grants Interim Nod for Two Transgender Seats in Every Kerala Law College for 2025–26

The Kerala High Court will review next steps on November 7 to enable university approvals for statewide implementation.

Overview

  • The Bar Council of India informed the High Court that it has temporarily approved two supernumerary seats for the transgender category in both three-year and five-year LL.B programmes across Kerala.
  • The interim clearance follows the court’s 24 October direction, with the BCI decision dated 4 November and recorded during the 6 November hearing.
  • The case stems from petitioner Esai Clara, a KLEE 2025 qualifier who was denied admission to Government Law College, Kozhikode because no transgender category appeared in the CEE allotment list.
  • Justice V.G. Arun directed the petitioner to implead all state universities, noting the court may issue a general order so the benefit extends beyond the individual case.
  • Officials told the court that universities must now sanction the added seats, while the BCI’s order asks colleges to ensure a safe, non-discriminatory campus and to report admissions and category vacancies for review.
