BCA Names Deputy and 75-Year-Old in Bagley Shooting, Reports Flare Gun Was Fired

Investigators continue the case with body-camera footage collected, pending review by the county attorney.

  • According to the BCA, Hallman broke the passenger-side window as Hoie pulled a flare gun and fired toward deputies on the driver’s side.
  • Hallman then fired his handgun, Hoie was pronounced dead at the scene, and a deputy on the driver’s side sustained a non-hospitalized graze wound to the head.
  • A flare gun was recovered, Hallman’s body camera recorded the encounter, he is on critical incident leave, and the BCA will submit findings to the Clearwater County Attorney.
