B.C. to Scale Back EV Sales Mandate, Scrapping 2035 All-ZEV Target

The province will rewrite goals after Ottawa’s review to align targets nationwide.

  • Energy Minister Adrian Dix declared the 90% by 2030 and 100% by 2035 goals unrealistic and said legislation to revise them will be introduced next year.
  • The province plans to match whatever national targets emerge after Ottawa’s review, which followed a pause of the 2026 federal mandate that had aimed for 20% ZEV sales in 2026 and 100% by 2035.
  • Effective immediately, B.C. is expanding eligibility for ZEV credits to give automakers more compliance options and consumers more models.
  • The rules also relax minimum electric-range requirements for plug-in hybrids in rural and remote areas to reflect longer travel distances.
  • A ZEV Affordability Program starting in 2026 will reward automakers for lowering purchase costs, offering low- or zero-interest financing, and improving charging access, a package welcomed as short-term relief by the New Car Dealers Association of BC.
