B.C. Public Safety Says It Didn’t Know Coroners Kept Investigating Deaths Remotely After 2019

The ministry is contacting the BC Coroners Service following disclosures that some death scenes were handled remotely.

Overview

  • The Public Safety Ministry said it believed in-person scene attendance had been restored in 2019, according to spokeswoman Tasha Schollen.
  • Former community coroner Sonya Schulz told The Canadian Press that remote reviews were permitted to cut costs and cover staffing gaps.
  • A March decision by a delegate of B.C.’s director of employment standards stated that when no field coroner is available, another coroner will typically investigate the scene remotely.
  • In February 2022, police found Jimmy Van Chung Pham dead in a Vancouver SRO, while the remains of Noelle O’Soup and Elma Enan in the same unit were not discovered for months until tenants reported a smell.
  • The ministry called the circumstances tragic and said it is now discussing the allegations with the BC Coroners Service.
