B.C. Opens Online Option for Learner’s Licence Knowledge Test

The government says the move will improve access for rural residents by freeing up ICBC offices for hands-on services.

Overview

  • The province made the online learner knowledge test available for passenger‑vehicle and motorcycle licences on Tuesday, limited to Class 5–8 while commercial licences still require in‑person testing.
  • The online exam uses the same 50 questions and a 40‑out‑of‑50 passing standard as the in‑office test, and remains available in the same 12 language options.
  • Test takers must use a computer with a webcam and secure internet because the system captures photos throughout the session, monitors the webcam and tracks mouse movement to detect cheating.
  • Passing the online test does not replace an office visit; applicants must still attend an ICBC licensing centre for identity verification, a vision check and a photo to receive their learner’s licence.
  • ICBC contracted Neumo to run and monitor the online exams, charges a reported $15 fee with a minimum age of 16, and says this step is part of broader digital changes that include online renewals and replacements planned for 2027.
