Overview
- Bavaria has enacted a general freeze on new state posts for 2026, blocking additional teacher positions for the 2026/27 school year.
- The umbrella teachers’ association describes the start of 2025/26 as “more than tense” and urges special measures and support staff to secure lesson coverage as enrollment reaches about 1.76 million students.
- Education Minister Anna Stolz says the freeze will not affect the new school year and that any hiring plans after 2026 will be decided in upcoming budget negotiations.
- For 2025/26 the state created 1,300 new posts and is hiring about 4,200 teachers, plus 600 multiprofessional staff, 4,200 trainee teachers and 570 lateral entrants.
- The freeze reverses years of staffing expansion, with personnel already accounting for over 40% of Bavaria’s roughly €150 billion two-year budget.
