Bavaria Sees Sharp Drop in Asylum Claims as State Plans Closures of Costly Shelters

A sustained slowdown in arrivals is reflected in lower shelter occupancy.

  • Official Bavarian Interior Ministry data show asylum access fell 58% to about 11,700 people from January through October 2025, compared with 27,600 a year earlier.
  • The Federal Office for Migration and Refugees recorded 13,053 first-time applications through October, down from 31,412 in the same 2024 period.
  • Approximately 126,000 people were living in state asylum accommodations in mid-November, about 12,000 fewer than at the start of the year.
  • Interior Minister Joachim Herrmann said Bavaria expects to start shutting or not renewing the most expensive leased shelters next year where contracts permit, aiming to reduce municipal strain and state spending.
  • Arrivals from Ukraine fell by roughly 18% to around 14,000 in the first ten months of 2025, while more than 193,000 Ukrainians remain registered in Bavaria.
