Bavaria Makes Ecological Aftercare Mandatory for Wind Turbines on State Forest Land

The requirement will be written into Staatsforsten leases to bolster local acceptance.

Overview

  • At a site visit near Starnberger See, Economic Minister Hubert Aiwanger announced that every new turbine on state forest ground must include ecological enhancement measures written into each lease.
  • The pilot at two turbines in the Wadlhauser Gräben seeded species‑rich dry grassland, added shrubs and trees, and created rootstock piles using a custom regional seed mix developed with a Freising specialist, with about 60 native species sown.
  • Construction typically clears about one hectare in the forest, roughly half is later replanted, and around 500 square meters must remain drivable for maintenance access.
  • Aiwanger estimated the cost of greening the maintenance area at roughly €1,000 to €5,000 per site.
  • The Staatsforsten operate just over 100 turbines today, additional sites are under lease or in permitting, and the organization aims for about 500 turbines by 2030 under pressure to meet Wind‑an‑Land planning targets.
