Bavaria Advances Draft to Fine Disruptive Local Councillors and Bar Extremist Events in Public Venues

The government says the plan reflects a special responsibility to protect Jewish life.

Overview

  • On September 22, the Bavarian cabinet approved a draft to begin the legislative process enabling municipalities to sanction disorder in local councils.
  • Municipalities would be permitted to levy Ordnungsgelder of up to €500 for significant disruptions, rising to €1,000 for repeat offenses, closing a gap between mild measures and exclusion from sessions.
  • Cities and towns would more easily prohibit use of municipal facilities for events that glorify or justify National Socialism or are expected to feature antisemitic content.
  • The changes are to be written into the Gemeindeordnung, Landkreisordnung and Bezirksordnung, and would take effect only after formal enactment and implementation.
  • Comparable fines already apply in the Bavarian Landtag since summer 2024, where penalties can reach €2,000 and €4,000 for repeat offenders.
