Basque Government Raises Gaztelagun Rent Ceiling to €900 Across Three Capitals

Housing authorities aim to broaden eligibility by aligning rent caps with current market prices before year-end.

  • The rent cap for Gaztelagun will rise from €800 to €900 in Bilbao, Vitoria-Gasteiz and Donostia-San Sebastián.
  • The adjustment responds to market rents that reached an average €911 in Bilbao in 2024, which had disqualified many applicants.
  • The change was approved by the Basque Housing and Urban Agenda Department led by Denis Itxaso and will take effect by year-end.
  • Gaztelagun, introduced in late 2018, offers monthly grants up to €300 to renters under 36 to assist with their move toward independent living.
  • As of October 2024, 1,869 young tenants in Bilbao were benefitting from the program under the previous rent ceiling.
