Basque Bid to Take Over Pasaia Port Exposes Coalition Split as PP Demands Clarification

The push follows a formal draft to Madrid seeking Pasaia’s declassification within a wider package of transfers under the Gernika Statute.

  • On October 9, the Basque Government sent Madrid a draft with ten proposed transfers that includes removing Pasaia’s status as a port of general interest so ownership shifts to the Basque Country.
  • The Gipuzkoa PP on October 10 requested a public appearance by provincial leader Eider Mendoza and filed ten questions on the economic and logistical effects of the proposed handover.
  • PSE leader in Gipuzkoa José Ignacio Asensio warned that reclassifying Pasaia could reduce competitiveness and threaten jobs, contradicting the PNV-led government’s assurances.
  • The Basque proposal states the transfer would move assets, rights, staff and funding to the region and would require a royal decree to modify the competential framework.
  • The package also seeks expanded Social Security management through a Basque entity and control of two Paradores in Hondarribia and Argomaniz, with further talks pending with central ministries.
