Basque Authorities Commit €547M to Subfluvial Tunnel and Move Arkaute Rail Node into Design Phase

Overview

  • The Diputación Foral de Bizkaia has set a €547 million budget for the Leioa-Sestao subfluvial tunnel, which is due to start in spring 2026 and finish in 2032.
  • Construction will proceed without the originally planned metro shuttle link, with officials confident that BEI funding will remain intact despite the omission.
  • Foral authorities have two to three years to decide on a €5 million investment that would enable future rail connections in the tunnel.
  • Euskal Trenbide Sarea awarded a €2.4 million contract to UTE Fulcrum–Arenas & Asociados for the two-year detailed design of the 10.7 km Nudo de Arkaute rail integration node.
  • The Arkaute project, estimated at €146.33 million, will enter an 18-month design phase followed by a six-month Adif review before final approval.
