Rayo midfielder Unai López scored the opening goal from outside the area in the 39th minute.
The draw leaves Barcelona in third place in the Spanish league, one point behind Real Madrid and three points behind leader Girona, both of whom have a game in hand.
Barcelona played without key players such as goalkeeper Marc-Andre Ter Stegen and midfielder Gavi Páez due to injuries.
This is the fifth consecutive game that Barcelona has failed to defeat Rayo, despite Rayo's modest budget.
