Barcelona Launches Plan de Choque to Restore Order in Sant Antoni Superblock

The emergency drive prioritizes intensified cleaning, reinforced policing, furniture removal to address incivism in advance of a 2026 overhaul

Overview

  • Officials have removed or relocated around 30% of nearly 600 tactical superblock furniture pieces, including benches, platforms and tables, as part of the emergency measures.
  • Cleaning crews now inspect waste containers four to six times daily and have stepped up manual and vacuum sweeping to address overflowing trash and street-level dirt.
  • Guardia Urbana and Mossos d’Esquadra foot patrols have been reinforced to tackle rising incivism, illegal street vending and visible drug consumption.
  • SASSEP social workers and public health educators are conducting daily outreach to homeless and substance-using individuals, directing them to the city’s Addiction Treatment Centers.
  • Led by the Eixample district in coordination with local merchants’, neighbors’ associations and NGOs, the plan serves as a precursor to a €11.5 million permanent superblock redesign slated to begin in spring 2026.
