Barcelona and L'Hospitalet Secure Endesa Commitments to Bolster Low-Voltage Grid

Endesa has committed to refocus spending on digital sensor networks to strengthen the vulnerable low-voltage grid against future heat-driven demand surges.

  • On July 31, Barcelona City Council formally demanded that Endesa reprioritize its investment plan to focus on strengthening low-voltage networks after late June and early July heat wave–related outages.

  • L'Hospitalet de Llobregat secured a separate pact with Endesa to invest €1.99 million in 2025—an 85% increase over 2024—for 98 actions covering sensorization, medium-voltage transformation center upgrades and infrastructure renewal.
  • Planned upgrades in L'Hospitalet aim to reduce outage response times by up to 20% through increased automation and remote network control while extending sensor coverage to 77% of medium-voltage assets by year-end.
  • Endesa has invested €200 million in Barcelona’s high-, medium- and low-voltage networks over the past five years and has pledged to refine future planning in close consultation with both city councils.
