Baltimore Inmate Pleads Guilty in 2016 Murder-for-Hire Plot

Under the agreement prosecutors will seek 60 more years in prison after he admitted orchestrating the killing of a woman mistaken for a federal witness.

  • Hightower pleaded guilty on June 16, 2025, to using a firearm in the 2016 killing of Latrina Ashburne.
  • Ashburne was killed because she resembled a federal witness who had provided information on Hightower’s health care fraud scheme and the murder of David Wutoh.
  • Court records show he orchestrated the plot via jail phone calls and letters and paid Davon Carter in cash and marijuana to carry out the shooting.
  • Davon Carter and Clifton Mosley were convicted in 2021 for the murder and each received four life sentences.
  • Under the plea agreement prosecutors will seek a consecutive 60-year term on top of Hightower’s existing 30-year sentence.
