Baltimore County Council Approves Redistricting Map, Expanding to Nine Seats in 5–2 Vote

Backers say the plan aims to comply with the Voting Rights Act to reduce litigation risk after a costly prior lawsuit.

Overview

  • The adopted map creates two Black-majority districts and one BIPOC majority-minority district, all on the county’s west side.
  • The plan replaces a single long-standing Black-majority district, with the two new districts at roughly 57% and 56% Black voting population and a third at about 44% Black with additional Latino and Asian voters.
  • East-side advocates object that no majority-minority district was drawn for communities such as Dundalk, Essex, Rosedale and parts of Middle River.
  • Councilmembers Julian Jones and Pat Young voted no after urging a delay, citing rushed timelines and maps posted hours before a hearing.
  • The final version, introduced as Map 4.0 by Izzy Patoka and Mike Ertel, reunites parts of Reisterstown but continues splitting areas like Woodlawn, with potential legal challenges now under review by groups including Common Cause Maryland and the ACLU of Maryland.
