Overview

• The decree is in force from September 1 to December 27, 2025, and applies only within Baja California to residents of the state.
• Discounts decrease over time, with 100% relief in September, 75% in October, 50% in November and 25% in December.
• State tax surcharges and fines generated through August 31 are eligible when paid in a single installment, with payment plans up to 12 months allowed if an initial payment is made during the program.
• For vehicle procedures such as plate exchange and circulation cards, rights accrued through March 31 qualify only if plates were issued in 2022 or later and the process is completed in person with a single payment.
• Late fees on driver’s licenses through August 31 require in‑person, single‑payment processing, while online transactions via the official portal grant a 100% exemption on late payments for plates, circulation cards and fines throughout the program.
