- Home Affairs Minister Tony Burke unveiled the package at the National Press Club on Thursday and has begun using administrative powers to implement parts of the plan.
- Most international students and holders of graduate visas will no longer be able to bring family members, with exemptions for PhD students and some Pacific and Southeast Asian nationals.
- The working holiday program will move to a ballot system with second-year places cut to 45,000 and third-year places to 5,000, and processing slowdowns will end for most nationalities.
- Visitor visas will carry a 'no further stay' condition and students may only extend visas when moving to a higher-level course, while the points test will be reweighted to prioritise trades and workers in construction, agriculture, resources, fishing and teaching.
- Enforcement will be stepped up with 100 new compliance officers, about 250 extra detention beds and repurposing existing facilities, but several measures still require negotiation with the Coalition and Senate to become law.
