Overview

• APD identified the suspect as Neli Dinora Rivera Felipe, who was arrested on Sept. 22 and booked into the Travis County Jail on a charge of abandoning or endangering a child.
• Police say surveillance footage plus neighbor information at the North Lamar Boulevard complex led to the arrest.
• An arrest affidavit states Rivera Felipe told detectives she gave birth on Sept. 19 in a bathroom and later placed the infant in a white bucket before disposing of the child and bucket in separate dumpsters, with a bucket containing apparent blood and hair recovered nearby.
• The newborn was discovered on Sept. 20 around 1:37 p.m., was transported to Dell Children’s Medical Center, is reported to be doing better, and has been placed with Child Protective Services.
• Court records list bond at $50,000, and coverage notes Texas’ Safe Haven Law permits surrender at designated sites with baby boxes authorized statewide but not currently available in Austin, with DFPS reporting 11 Safe Haven surrenders so far in 2025 after 14 in 2024.
