Tielemans is a Belgian international midfielder who was previously with Leicester City.
His contract with Leicester expired, allowing him to join Villa on a free transfer.
Tielemans attained hero status at Leicester for scoring the winning goal in their FA Cup final victory over Chelsea.
Villa finished seventh in the Premier League last season to qualify for the Europa Conference League.
