Assam Submits Clause 6 Implementation Plan as State and AASU Align on Most Recommendations

AASU seeks a tripartite meeting by January 31, 2026 to secure central decisions still pending beyond the state's scope.

Overview

  • An eight-member sub-committee delivered its final report to Chief Minister Himanta Biswa Sarma on November 22, mapping 67 recommendations for Clause 6 safeguards.
  • Of the 67 items, 40 fall under state implementation, 15 require action by the Centre, and 12 need joint State–Centre decisions.
  • The state says work on many state-level measures is underway with budget allocations and an action plan, alongside ongoing coordination with the Union Home Ministry.
  • The government and AASU report consensus on most state-level recommendations and have set up a review and monitoring mechanism including ministers and AASU representatives.
  • AASU is pressing for tripartite talks before January 31, 2026 and has demanded that the Mehta Committee and Tewari Commission reports be tabled in the Assembly.
