Overview
- The government inaugurated the Rupnagar Integrated District Commissioner’s Office in Guwahati on Wednesday, a G+3 complex built for about Rs 81 crore with roughly 12,695–12,700 sq m of space and a 350 kW solar system.
- The building co-locates key departments such as the treasury, e‑stamp, Excise, Guwahati Revenue Circle and Food and Supplies to let residents complete multiple tasks in one visit.
- Chief Minister Himanta Biswa Sarma said the project will be used to push decentralisation by delegating more powers to Additional District Commissioners and lower offices with a District Commissioners’ meeting set for September to formalise the plan.
- Practical changes being piloted include placing Sub‑Registrars at six or seven private registration centres across Guwahati so buyers and sellers can register land and flats locally, plus proposals for a 12‑storey administrative tower and moving several directorates to Betkuchi to ease city congestion.
- Officials say the complex will test operational measures such as regular DC visits to circle and block offices, CCTV monitoring and expanded solar capacity with the aim of reducing citizen travel, speeding service delivery and later replicating the model across Assam’s 35 districts.
