Overview
- The Integrated District Commissioner’s office at Rupnagar, which Chief Minister Himanta Biswa Sarma inaugurated Wednesday, August 19, 2026, is a G+3 building completed at about Rs 81.2 crore with roughly 12,700 square metres of built space.
- The complex brings key units such as the treasury, e-stamp office, Excise Department, Guwahati Revenue Circle and Food and Supplies under one roof to cut the need for residents to visit multiple offices.
- The facility has a 350-kilowatt solar array with a planned additional 100 kilowatts and a stated aim to reach net-zero grid electricity use while CCTV systems have been ordered to strengthen monitoring.
- The government announced a September meeting of District Commissioners to map which powers will move to Additional DCs and lower offices, and it will pilot Sub-Registrar attendance at six to seven satellite centres for land and flat registrations in Guwahati.
- Officials say the Rupnagar opening is the first visible step in a wider plan under past initiatives such as Project Sadbhawana to centralize 59 departments in a proposed 12-storey tower, shift directorates to Betkuchi and reduce city travel times by bringing services closer to neighbourhoods.
