Assam Notifies Three-Child Allowance for ST, SC, Tea Tribes, Moran and Matak

The notification implements an October cabinet decision citing concerns over preserving community identities.

Overview

  • The Health and Family Welfare Department issued the Population and Women Empowerment Policy of Assam (Amendment), 2025 on December 5 with immediate effect.
  • Members of Scheduled Tribes, Scheduled Castes, Tea Garden/Tea Tribe, Moran and Matak communities with up to three children now qualify for government jobs, certain elections and Self Help Group incentives.
  • Other provisions of the 2017 policy continue, counting live natural or legally adopted children with case-by-case exemptions for twins, first-birth triplets and differently abled children.
  • The broader two-child framework from the 2019 recruitment rules and Panchayat Act remains for others, with state employees expected to comply and underage marriage remaining a disqualification for jobs and schemes.
  • The government has indicated it may legislate two-child limits for local body candidates and will approach the Centre on applying such norms to MLAs.
