Overview
- The Assam Cabinet announced the policy change on Saturday, June 13, 2026, making routine Aadhaar enrolment for people over 18 immediately unavailable in the state.
- Members of Scheduled Castes, Scheduled Tribes and Tea Garden communities will keep getting Aadhaar until March 31, 2027, after which the same restriction is to apply from April 1, 2027.
- Exceptional adult applications must be sent by district commissioners to the state government for approval, creating a new state-level vetting step before any Aadhaar can be issued to an adult.
- The decision was presented alongside approval of a Guwahati satellite city and an implementation plan for the VB-G RAM G rural employment scheme with about Rs 2,000 crore to start from July 1.
- The move raises legal and practical questions because Aadhaar is issued by the national UIDAI, multiple outlets noted that the step could complicate access to services for adults and invite judicial or administrative challenges given the national framework.
