- Assam’s Department of Social Justice & Empowerment formally notified the provision as Minister Pijush Hazarika announced the move.
- Eligibility covers Tea Garden Labourers, Tea Garden Tribes, Ex-Tea Garden Labourers and Ex-Tea Garden Tribes.
- Applicants can obtain certificates under OBC or MOBC with the sub-caste name reflected as recognised by the state.
- The existing issuance channel continues, while a second route requires a three-member district committee nominated by the Guardian Minister to recommend applicants to the District Commissioner.
- Certificates will be issued by the District Commissioner through the Sewa Setu Portal, with notices sent to community organisations for awareness and a grievance mechanism planned to address applicants’ concerns.
