Army Publishes NCO’s Barracks Guidebook to Standardize Unit-Level Housing Management

The 20-page handbook gives NCOs checklists and step-by-step routines for identifying and reporting barracks problems with repairs staying the responsibility of installation public works.

Overview

  • The Army released The NCO’s Barracks Guidebook on Tuesday, September 29, 2026, as a 20-page, service-wide resource developed by Western Hemisphere Command to help noncommissioned officers manage daily barracks duties.
  • The guidebook translates existing policy into practical 'battle rhythms' and provides checklists, vignettes and step-by-step actions for common issues such as mold, work orders and wellness checks.
  • Authors led by Command Sgt. Maj. Nema Mobarakzadeh tested the handbook in a six-week pilot with the 101st Airborne Division and revised it through more than 50 iterations before publishing.
  • Army leaders say the guidebook empowers NCOs to spot problems early and push for fixes but does not create new policy and does not increase Directorate of Public Works staffing or funding for repairs.
  • The publication complements the Army Barracks Management Program and broader infrastructure investments, and it arrives against Government Accountability Office findings of rising maintenance costs, deferred upkeep and a shortage of repair personnel that will limit how quickly living conditions improve.
